Promotions in tori shōgi

Hi,
Aren't the promotions in tori shōgi supposed to be compulsory, contrary to standard shōgi (in which they are mandatory only if the piece cannot make further movements)?

Here it seems a swallow entering the penultimate rank is offered the choice to promote or remain unpromoted.
