Opponent's time not running out?

I have been in a 9x9 go game against someone who has not moved since Nov. 7 - 19 days ago! I noticed yesterday that it said he had 12 hours left. That was at 2 PM. Today, it still said he had 9 hours left. Now it still says he has 5 hours left. Shouldn't this game be over?

if he times out in another game he gets 24 hours + from his vacation, i think
