Rating changes after 0 moves

I have suddenly had a bunch of games started from a tournament I entered in 2011 (Hex 13x13, as it happens).

I don't want to put in the time to play these games properly. If I just resign them after 0 moves does my rating still go down as usual?

No, you lose no points if you resign at first move at Hex.

Is there a way to find all the other tournaments I might still be in and remove myself from them?

You are probably referring to the new monthly cup finals, which consist of the winners of the monthly cups from one given year. There is no way to unregister from them, but you can go through your tournament history and check if you have won monthly cups in any other year or for any other game.
