Presumably, it's a hypothetical move that he's lined up in his own game, but we can't see what he's lined up.
Maybe it's this position ?
I guess the 'ee' guy is the yellow near the ball, who indeed moved 1 step diagonally (and 'df' is such a move from 'ee'), which would leave 2 more squares for the ball to move (and indeed the ball ends at 'bf', 2 away from 'df').

So it looks like he's already played that move.

Quite why moving and kicking the ball could ever be construed as cheating, I don't know. Then again, he's apparently not worked out that there's a streetsoccer forum for streetsoccer-related questions either, so all bets are off on the comprehension front.
