is possible to signal missing words in a dictionary?
and… how to add them?
In English games, they are using the SOWPODS list. I have never noticed any missing. Perhaps you have a misunderstanding about the rules (that happened to me more than once here).
I'm not sure what he is using for other languages.
I did find a few words missing. For example:
heroe: Obsolete form of hero. https://en.wiktionary.org/wiki/heroe
HEROE should be a valid word. I do not believe that the others are playable in Scrabble. In any case, there are not in the SOWPODS list:

Hmmm….. I must admit to being confused. I would have thought it would have been playable. Did you ask Richard?

In the Spanish version, there are a lot of missing words. I have sent a message to Richard but haven't heard from him in return so far. It is very frustrating to find good words just to realize that they are not accepted…
