I just started a new monthly tournament and have two games with players 4 stones in strength on either side of me, and in both games, there are only 2 handicap stones.

I'm not complaining, mind you. I think the reduced handicap is better for dealing with sandbaggers (intentional or otherwise). But I wasn't aware of the change. Did I miss an announcement?
