Sorry , if this is a stupid question, but: What means 'levels' at rating tournaments?
Level 9 means that the participants have a score between 1800 and 2000 points.
The range of each level is 200 points. So we have level 6 between 1200 and 1400, level 7 between 1400 and 1600, level 8 between 1600 and 1800.
A tournament at a special level starts if there are at least 4 players (with the appropriate number of points) willing to play.

If hanfried_c answer ist right - and i think it is - this tournament can not exist.

I suppose you got above 1800 rating just after the tournament was decided to start (by some daemon), and thus was registered as a “level 8” player.
Another possibility is that there are so few 1800+ players that the system decides you have to play with level 8 players, as the chance of all level 9 players joining in on an RT might be too small.
It wasn´t the first option.
The second was possible, but if i was in the 6. level, i waited much longer time for same level players.
Ah, now I see what has happened. Fraggle_c has dropped below 1800 points, and thus there are only three players above 1800, which is not enough for an RT. Thus, you're automatically paired with level 8 players.
So now the first Level 9 RT is over. It was a close finish. Thanks to all player and i hope we can repeat that in a while. :-))
